There was a meeting of the Carnbee and Arncroach Community Council on Monday 7th March 2016 at 7.30 in Arncroach Church Hall.

Present were Ian MacIntyre (Chair), Adrian Snowball (Treasurer), Janet Lodge (Secretary), Helen Blyde, Natalie Ridge, Robert Watson, Cllrs Riches and Docherty and 8 members of the public.

1) Apologies from Cllr MacGregor and Andrew Stevenson.

2) Minutes of the meeting on Dec. 7th were approved. No matters arising.

3) Update from Gillian Duncan on East Neuk First Responders. Some progress with training from Scottish Ambulance Service but very slow. There are 8 recruits which is encouraging. Only 1 has the completed paperwork. Fife Stagecoach happy to have their drivers as part of the scheme. Discussions ongoing with NFU and Young Farmers. First Responders scheme soon to be extended to Leven. (Councillors will make contacts to try and move things on). In a recent emergency ambulance took 25 minutes to arrive. Thanks to Gillian.

4) cdt No date for AGM. Negotiations with 3 farmers regarding Community Benefit after payment of first year FIT when financial situation will be clearer.

5) Gillingshill. Money in Project Fund for Gillingshill. JL will contact Stephen Liscoe to see how CC can help.

6) Roads. Improvements at Carnbee much appreciated. Belliston still a problem.

7) Councillors’ Reports. ER – Roads budget cut by 1.2 million. Everything postponed. Please continue to report problems. Drainage on Belliston road bad. Who are the landowners? Loop of Main Road in Arncroach in bad condition. It is unadopted and Fife Council does not have the financial means to take it on. Letter sent from Fife Council to certain owners in Castle Street concerning the weeds. Airfield at Kingsmuir has planning permit as an agricultural building. If principal use has changed it needs new planning application. Can it be checked out? Traffic speeds in Arncroach? Various possibilities but all take time and money. A cdt project? JD – budget cuts mean hedges and grass verges will be cut just once a year. New Health and Social Integration Board set up. Will contact CC’s directly with news of changes in services .

8) Treasurer’s Report attached. Balance – 487.02 in bank.

9) Planning.

i) porch and side extensions to The Lodge at Gillingshill

ii) internal alterations at Lundie Cottage (listed building).

AOB

1) Broadband. Coinef – to deliver projects in NE Fife. Non-profit making. Uncertainty about which area Carnbee and Arncroach are in. Not yet been put out to tender.

2) Can anything be done about mobile phone reception? Businesses suffering from poor internet and mobile links.
